feel like doing or feel someone do

A: I feel I will go out.
B: I feel like going out.

I didn't know the difference between those sentences. Did you know?

The person A didn't want to go out in his mind. However, He/She supposed that something would make him/her go out. On the other hand, the person B wanted to go out actually.
